As the industry regulator, how are you going to protect customers affected by the floods?
The summer floods clearly impacted on consumers of both water and sewerage services, as well as highlighting the importance of planning and investing in infrastructure in the context of climate change.

Ofwat's role as the economic regulator of the water and sewerage sector is to protect consumers, promote value and safeguard the future. We have published a review into the water and sewerage companies' role and performance in managing the 2007 flood events focusing on issues that fall within our regulatory remit.

Our main findings were that two incidents had major impacts on consumers:
  • flooding of Severn Trent's Mythe WTW led directly to the loss of piped potable water supply to 350,000 consumers in the Gloucester area from 22 July for up to 16 days.
  • widespread flooding took place in Hull in June as the drainage system was overwhelmed with rainwater flowing overground.
Outside Hull and Gloucestershire, impacts on the service delivered to consumers by water and sewerage companies were limited.

What are we doing to do to address the issues raised in the Independent Review Body's final report on the "The June 2007 floods in Hull"?
We have reviewed the issues raised by the Hull IRB report. As part of this review we commissioned independent consultants to review the information from Yorkshire Water and to provide us with expert opinion.

This has now been completed. We have produced a statement, our conclusions from this work and the next steps that Yorkshire Water has agreed to take.

Once the agreed steps have been taken by Yorkshire Water we will look to see if any further work is necessary.

What is the Government doing about this?
The Government has carried out a review into the flooding under the chairmanship of Sir Michael Pitt. The interim report was published in December 2007
