Dear Managing Director
Research into business customers' views on competition in the water industry
We would like to ask for your assistance on research that the Consumer Council for Water (CCWater) and Ofwat are conducting into business customers' views on competition in the water industry. We will work closely with representatives from Ofwat's Operations Advisory Group to ensure that their views are heard. These representatives are Water UK (Jeanne Golay and Richard Allison), Energy Information Centre (Paul Anderson) and Aquavitae (UK) Ltd (Derek Meachem). Jeanne Golay will liaise with her competition contacts in your company to advise them of the research.
Annex 1 provides more details on our objectives for this research.
We have appointed MVA Consultancy to undertake the research on our behalf. The research will consist of a sample base of around 1,000 business customers. Approximately half of this sample base is to be made up of customers using at least 50 Ml of water a year (the eligibility threshold) and the other half will consist of ineligible customers using between 5 and 50 Ml of water a year. The research aims to provide national results rather than regional or company specific analysis due to the size of the sample.
There are approximately 2,200 potentially eligible customers but we do not hold details of who those customers are. Nor do we hold a database of ineligible customers' details. We therefore need your help to enable MVA to construct a database of:
- customers using at least 50 Ml of water a year so that it can achieve its target sample size for eligible customers; and
- customers using between 5 and 50 Ml of water a year so that MVA can target a random sample of 500 ineligible customers.
Your customers' details will be used purely for these research purposes. These details will not be shared with CCWater, Ofwat or any other stakeholders and will be destroyed once the project is complete. A Statement of Confidentiality, which MVA has endorsed and will be a party to, is attached in annex 2 for your information.
