Philip Fletcher appointed as Chairman of new Water Services Regulation Authority |
Ofwat today welcomed the appointment of Philip Fletcher CBE as the new Chairman of the Water Services Regulation Authority.
Mr Fletcher, the current Director General of Water Services, will take up his post on 1 April 2006 when the new authority takes over his regulatory responsibilities. His appointment is for 5 years.
The announcement of the new Chairman was made today by the Department for Environment, Food and Rural Affairs.
Philip Fletcher said:
"I am delighted to have been given the opportunity to lead Ofwat through its transition to the new Water Services Regulation Authority and over the longer term. I look forward to continuing to work with the water industry, CCWater, fellow regulators and others in the service of water customers in England and Wales.
"The next step will be to appoint a Chief Executive and a board of executive and non-executive directors."
Before becoming Director General in 2000, Philip Fletcher was the Receiver for the Metropolitan Police District from 1996 where he was in charge of finance, procurement, internal audit and property services, and was also the legal owner of all Metropolitan Police property.
Earlier, he was Director of Central Finance at the Department of the Environment (DoE) where he was involved in the process leading up to the privatisation of the water industry in England and Wales in 1989. He was appointed as Chief Executive of PSA Services (the former Property Services Agency) in 1993. When he had completed its privatisation, he transferred to head the Cities and Countryside Group in DoE in 1994.

1. The Director General of Water Services is the economic regulator of the water and sewerage companies in England and Wales. He exercises his powers in a way that he judges will allow them to carry out their functions properly, and finance them. His duties include protecting the interests of consumers, wherever appropriate by promoting effective competition. He will be succeeded by the Water Services Regulation Authority on 1 April 2006.
