Periodic review 2004: water & sewerage companies' final business plans - one page summaries
Each water company has provided to Ofwat its final business plan for the period 2005 to 2010. Summaries of these plans are available in the table below.
The business plan is the key document from the company for the periodic review.
Each company's plan should set out its preferred strategy for 2005-06 to 2009-10 and the longer term. Companies have developed these plans following the feedback from us on draft business plans submitted last summer and in light of the guidance from the Secretary of State for Environment, Food and Rural Affairs and the Welsh Assembly Government (for Wales) on drinking water quality and environmental improvements.
Table 1 sets out the average projected household bills for 2005-06 and 2009-10 (2002-03 prices), table 2 sets out the percentage change in average household bills in 2005-06 and 2009-10, and table 3 sets out the average price limit for 2005-10 proposed by each company. (see PN 17/04)
The next stage in the process was for Ofwat to scrutinise each company's plan. We also took account of the most up to date information on company performance which will be provided by each company in June 2004.
We published draft price limits for each company on 5 August 2004. Companies and other key stakeholders, including WaterVoice, will have the opportunity to make representations on these draft price limits. In September 2004, Ministers will fine-tune their guidance on the required quality programmes.
We published the final price limits on the 2 December 2004. The new price limits will come into effect in April 2005. Each company has two months after final determinations to consider whether to accept the price limits or to ask the Competition Commission to redetermine its price limits.
