In November 2009, we will set price limits for the five-year period 2010-2015. These will enable each company to deliver the right outcomes for the right price at the right time, providing its consumers with clear value for money in the context of their long-term need for sustainable water and wastewater services.

In this document we set out our proposed approach to setting water company price limits for the period from 1 April 2010.

We put have forward an integrated approach to setting price limits. We have reviewed the established and well-understood methodologies that have evolved over time. We have built on those methodologies and sought to ensure consistency and transparency. At the same time, new concerns and challenges arise and we set out here our proposed approach to addressing these. Where we propose new methodologies we welcome comments to help us make our final decision on the issues. We have not restated policy where our approach remains unchanged from earlier price reviews.

This consultation has now closed. We will publish our final framework and approach in March 2008.
