RD 11/04

TO ALL REGULATORY DIRECTORS OF
WATER AND SEWERAGE COMPANIES
AND WATER ONLY COMPANIES

27 May 2004

Dear Regulatory Director

CONSULTATION: UPDATED PERFORMANCE CRITERIA FOR
DG2 – PROPERTIES AT RISK OF LOW WATER PRESSURE

This letter is to confirm the detail of our proposed update to the performance criteria for DG2 – properties at risk of low water pressure.

The criteria need updating because the range of company performance has narrowed to the extent that comparative criteria are less appropriate than in the past. Company DG2 performance has improved significantly in recent years, to a level where customers are generally satisfied. Our research 'Understanding customers' views Understanding customers' views. Ofwat/ONCC October 2001. ' found that 60% of customers are very satisfied and a further 33% are satisfied that water pressure is adequate.

We propose to replace the current comparative assessment with absolute criteria. We already use absolute criteria for the majority of the other levels of service indicators. We propose to introduce this for our assessment of DG2 performance in the 2003-04 report 'Levels of service for the water industry in England and Wales'. Companies and WaterVoice supported the principle of this change in their responses to our December 2003 consultation about the overall performance assessment (OPA). For the detail of our proposal and an example of the impact on company assessment please see annex 1.

If you have any comments on these proposals, please respond to Sheila Miller (sheila.miller@ofwat.gsi.gov.uk) by 25 August 2004.

Yours faithfully
