Dear Regulatory Director
CONSULTATION: AMP4 MONITORING PLAN INFORMATION REQUIREMENTS
In April 2005 you will need to provide a monitoring plan setting out your commitments within the price limits set for the five years 2005-06 to 2009-10.
The purpose of the monitoring plan for 2005-10 is for you to set out your commitments to deliver the required levels of drinking water and environmental quality outputs, and standards of service consistent with the price limits set by us. Our proposals seek to set out sufficient information to enable WaterVoice, the WaterVoice Committees and others to see for each company the improvements that will be delivered within the price limits set, without placing an undue data burden on companies.
You should present it in the way you consider to be the most effective. However we do require consistent presentation in subjects covered and data tables. We also need sufficient information so that we can monitor your compliance with the determination to check that customers are receiving appropriate levels of service and to see that companies are making satisfactory progress with their improvement programmes.
I enclose a copy of the proposed 'AMP4 monitoring plan' information requirements' including tables.
In carrying out a review of the information required for the monitoring plan, our aim was to build upon the monitoring plan for 2000-05 and the public domain summary of the final business plan. We also want to ensure that the information required reflects that necessary to inform customers and other stakeholders.
We are seeking your views and the views of other key stakeholders, such as WaterVoice, on:
· the proposed format and data requirements for the AMP 4 monitoring plan;
· the range and scope of information;
· whether guidance and line definitions are clear and succinct;
· whether there is any data that is unnecessary (with reasons); and
· whether there is any further data that is necessary to inform customers and other stakeholders.

We will consider all the responses before we finalise the content and structure of the AMP4 monitoring plan information requirements. We will issue the final version of the information requirements in the autumn of 2004. The information capture system will be issued by the end of January 2005.
