How should re-sellers charge?
Residents who are charged according to the consumption recorded on their water meter must be charged at the same rate for each cubic metre as the re-seller has paid to the water company. The standing charge must be shared equally between all residents.
Residents who do not have a meter should pay a share of the bill which the re-seller receives from the water company. The re-seller can divide the bill in one of a number of ways which are set out in the Order. For example, they could divide the bill equally between the number of homes or in proportion to the number of occupants living in each home. Residents should not be charged more than the average household bill for the water company area unless the reseller can justify a higher charge by using one of the ways of dividing the bill.
In both cases re-sellers may also charge a small administration fee. This is set at 1.5p per day for residents without a water meter and 2.5p per day for residents who have a meter.
