My re-seller has estimated my water bill. Is this allowed?
Some re-sellers may wish to estimate your bills before they know the actual amounts of their own bills. In those circumstances, the re-seller should try to make sure that bills to purchasers are estimated as accurately as possible. For example, the re-seller may base the estimate on their previous bill from the water company. Because the re-seller must not charge more than they actually pay to the water company, they must check when they receive their bill from the water company and refund any amount overcharged or correct it on your next bill.
