We are consulting on our policy principles for charges for new connections in order to provide greater clarity to stakeholders about the provision of new infrastructure. We have reviewed our existing guidance and have decide to withdraw our previous guidance: ‘Competition in providing new water mains and service pipes: guidance to companies Version 3.0’; ‘Process for handling disputes and appeals: Requisitioning of water mains and public sewers and/or lateral drains and adoption of self laid water mains’; and ‘Guidance on financial arrangements for self-lay and requisitioning agreements (March 2009)’ (withdrawn in October 2010). When we publish our final policy principles for charges for new connections, this will explain how we will make decisions in this area.

We are now consulting on our proposed framework for setting price limits and will make decisions in spring 2012. When we publish our decision on the framework for setting future price limits next spring, we will set out the principles we will use. We expect these to be long-lived and to be followed – and adapted – over more than one price control period.
