Ofwat announces its new Chief Executive

Ofwat announced today that Regina Finn would be joining the water regulator as Chief Executive.

Regina, who will join the Ofwat board in October, is currently working for the Commission for Energy Regulation, which is responsible for regulating the electricity and natural gas sectors in the Republic of Ireland.

Ofwat's Chairman Philip Fletcher said:

I am delighted that Regina Finn will be joining us. Her extensive experience the fields of economic regulation and the development of competition will prove a valuable asset for Ofwat and ensure that we are able to continue to protect customers' interests while providing fair and balanced regulation."

Regina Finn said:

"I am very pleased to be joining the Ofwat team and the Board of the Water Services Regulatory Authority (Ofwat) at a time when the organisation is facing new and exciting challenges. I am looking forward to working with the Ofwat Board to tackle the important issues facing the water industry at this time and also to working with the industry, quality regulators and all stakeholders to ensure that customers receive a first class service at reasonable cost, now and into the future".

Regina Finn has over 12 years experience in the economic regulation of key utility sectors, including electronic communications, post and energy sectors.

1. The Water Services Regulation Authority (Ofwat) is the economic regulator of water and sewerage companies in England and Wales. It exercises its powers in a way that it judges will allow companies to carry out their functions properly, and finance them. Its duties include protecting the interests of consumers, wherever appropriate by promoting effective competition. The Water Services Regulation Authority succeeded the Director General of Water Services on 1 April 2006.
2. Regina Finn is currently one of three members of the Commission for Energy Regulation which is working closely with its Northern Ireland counterpart, Ofreg, to develop an all-island energy market on the island of Ireland – a groundbreaking project within the European energy market.

Before joining the Commission in 2005, Regina worked in Guernsey in the Channel Islands where she advised the Government on the development of regulation for telecommunications, post and electricity. She established an entirely new regulatory authority and headed it up as Director General for four years.

Regina has also worked as Head of Market Operations with the Irish telecommunications regulatory authority (now ComReg, then the Office of the Director of Telecommunications Regulation - ODTR) where she was involved in building up the organisation's capabilities as well as overseeing the liberalisation of Ireland's telecommunications market and the introduction of extensive competition into that sector.

Prior to its establishment she worked in the Department of Communications where she was responsible for developing the telecommunications regulatory framework based on the European framework, and for setting up Ireland's first sectoral regulator, the ODTR.

Regina's earlier career in the Irish civil service included regulating the cable and wireless TV sector, working on health policy and legislation, and working as a computer systems analyst.

Regina holds qualifications in Financial Information Systems from Trinity College, Dublin.
