REPORTERS AND AUDITORS JOINT WORKSHOP 24
We held our 24th joint workshop with reporters and auditors on 15 December 2005.
Our agenda covered the following items:
- developments in Ofwat since April 2005;
- Capital Maintenance Common Planning Framework;
- Serviceability indicators;
- Water Framework Directive;
- June return 2006; and
- reporters' performance awards.
Roger Dunshea welcomed the reporters and auditors to the workshop.
Philip Fletcher described
- the launch of the Consumer Council for Water on 1 October and discussed the future relationship between the CCW and Ofwat. He then discussed how we would manage the forthcoming changes in Ofwat, i.e.
- the change-over to the Water Services Regulation Authority on 1 April 2006;
- Ofwat's interim structural arrangements from 1 January 2006;
- Drafting Memoranda of Understanding with EA, DWI, DEFRA and the Welsh Assembly Government to aid information sharing; and
- the issue of a provisional Forward Programme, to be followed by consultation by WSRA on their work programme.
- the main findings of the Baker Review of PR04 and where changes are needed for PR09, such as remedying the discontinuity in the work programme between AMP periods;
- Ofwat's secondary duty under the Water Act 2003 to contribute to the achievement of sustainable development;
- the launch of water supply licences on 1 December 2005;
- progress with the reporter appointments programme; and
- the background to MD209 and the value Ofwat places on the reporter and auditor role.
George Day, Capital Maintenance team leader, gave a report on the outcome of the UKWIR review of the capital maintenance common planning framework, which will be published in January 2006, and an outline of the issues to be addressed.
Derek Parsons, Capital Maintenance principal analyst, reported on the UKWIR review of serviceability indicators and changes in the capital maintenance information in the June return.
Giordano Colarullo, senior environmental economist, gave an overview of the Water Framework Directive's objectives, its implementation and the role of economic analysis, and its potential impact on future periodic reviews.
Audrey Mason, senior information manager, described the key issues raised in the consultation on the June return 2006-10, and the outcome for the June return structure, timetable, serviceability indicators, collection of data for the EA, and commentary requirements.
