Following the Water Act 2003, our duties were extended to include a duty to 'exercise and perform powers and duties ..in the manner.. best calculated to contribute to the achievement of sustainable development'.
The Government published a new comprehensive strategy for sustainable development, 'Securing the future' in March 2005. The strategy's goal for sustainable development is to enable all people throughout the world to satisfy their basic needs and enjoy a better quality of life without compromising the quality of life of future generations. 'Securing the future', also sets out five guiding principles for sustainable development:
- ensuring a strong, healthy and just society;
- living within environmental limits;
- achieving a sustainable economy;
- promoting good governance; and
- using sound science responsibly.
We used the framework set out in 'Securing the future' to guide our thinking on our role in contributing to this vision. We consulted upon our intended approach in February 2006 in 'Contributing to sustainable development – A consultation on Ofwat's approach'.
We published our conclusions to our consultation on 1 November 2006, along with our response to two other consultations, 'Setting water and sewerage price limits: Is five years right?' and 'RD04/06 Developing our process for assessing capital maintenance requirements consultation'.
In our single response paper, "A sustainable Water Industry - To PR09 and beyond", we presented how we intended to address the cross cutting themes that emerged from all three consultations under three broad groupings. These are:
- What sustainable development means to us;
- Planning for the longer term; and
- Sustainable regulation.
We have also set out in our forward programme our sustainable action plan for taking forward the issues that can be led by us, both towards our next price review in 2009 and beyond.
