About Consultation
This document provides draft guidance to our stakeholders and Appointees on our
regulatory and commercial expectations where Appointees are developing projects to
be delivered by Direct Procurement for Customers (DPC). The document also sets out
draft principles for how Appointees should assess value for money (VfM) for DPC
compared to the in-house counterfactual.
The guidance and annexes are being published in draft form to allow for comment from
interested stakeholders. We also propose holding a workshop or workshops with
company representatives to discuss the proposals in this guidance.
The draft guidance will evolve to reflect the development of the PR24 methodology.
