This document is our consultation on the details of our proposed changes to our Charging Rules for New Connection Services (English Undertakers) (English New Connection Rules) and the Common Terms and Worked Examples – English New Connections Rules (Common Terms and Worked Examples) under the relevant sections1 of the Water Industry Act 1991 (the Act) as amended by the Water Act 2014.

These changes will complement the deregulation of certain aspects of developer services that we will implement as part of our Price Review 2024 (PR24), by proposing measures that will offer protection to developer services customers for whom market choice is currently limited.

We consulted on these proposed changes in August 2023. In that consultation we set out the options for how we might protect customers and our preferred way forward, at a high level. We have decided on those options and have published our conclusions in a separate conclusions document. In this consultation we set out the detail of our proposed changes; we are not seeking further views on the options we consulted on in August 2023.

The changes we propose to implement relate to water and / or wastewater companies wholly or mainly in England (English companies).

Alongside this consultation, we publish for consultation full drafts of our Charging Rules for New Connection Services (English Undertakers) (English New Connection Rules) and the Common Terms and Worked Examples – English New Connection Rules.

We amended our consultation on 4 June 2024. We have updated the calculations for the tether ratios for Severn Trent, which has also resulted in changes to the maximum industry ratios for Scenarios 1 to 4 and 1 to 6. We have revised tables 4 and 5 and figure 1, as well as relevant references in section 2.1
