This document invites comments on the proposal of the Water Services Regulation Authority (Ofwat) to modify the conditions of appointment (‘licence’) of six water companies1 (listed in table 1). The purpose of the modifications is to facilitate delivery of large infrastructure schemes through Ofwat’s Direct Procurement for Customers initiative (‘DPC’).

Under section 12A of the Water Industry Act 1991 (WIA91), we are able to modify the
conditions of an English water or sewerage company’s licence subject to the procedural
requirements set out in sections 12A-12I of the WIA91.

This document is a notice under section 12A of the WIA91.

Any representations with respect to the proposed modifications may be made no later than Friday 22 March 2024.
