About Consultation
This document constitutes a notice under sections 20 and 22A(4) of the Water Industry Act 1991. It sets out our proposed decision to impose a financial penalty on Thames Water as a result of its contraventions of the Urban Waste Water Treatment (England and Wales) Regulations 1994, section 94 of the Water Industry Act 1991 and Condition P of its Licence. It also sets out our proposal to issue an enforcement order to Thames Water, requiring it to remedy the contraventions that we have identified. It is accompanied by the proposed enforcement order resulting from our findings.
We summarise the evidence that we have gathered and set out our findings in relation to the issues under investigation, including why we believe that Thames Water has contravened its statutory duties and the obligations of its Licence.
Responding to this consultation
Interested parties are invited to comment on our proposed decision and proposed enforcement order by 5pm on Tuesday 10 September, 2024.

We will take representations received into account before making a final decision on whether to issue an enforcement order and the terms of that enforcement order, as well as on whether to impose a penalty and the level of that penalty.
