Water companies support all aspects of life. Safe and reliable water and wastewater services are essential for our day to day lives, our wellbeing, and our natural world.

And as the economic regulator of water and wastewater in England and Wales, our role is to enable, incentivise and hold companies to account for providing the very best for customers, society and the environment now and in the future. We also oversee the markets that exist in the water sector to make sure they are working for customers. Our work is high-profile and fast-moving, within a dynamic and agile environment and this means we need people with a range of skills and experience.

The Ofwat Graduate Development Programme provides a powerful start to your career. Carefully designed to provide you with a breadth of knowledge about our organisation, you’ll get to work within our professional multi-disciplinary teams, alongside some of the most senior and experienced professionals in the regulatory field. The programme

We will be operating two graduate schemes, one for economists and another for regulatory policy analysts. You will thrive on the challenges and variety that both programmes provide.

We will give you opportunities to enhance your leadership, presentation, analytical and project management skills, by providing structured on-the-job training and relevant learning that will give you a deeper understanding of the regulatory environment and the water sector, as well as the economics or policy and strategy skills you will need to succeed within a regulatory environment.

During the 24-month programme, you’ll be allocated into four distinct action-packed and intense six-month placements across different work areas. Each placement is designed to develop the skills, knowledge and core competencies that you’ll need to form a firm foundation to your career in regulation and beyond.

To give you a flavour of what to expect, our previous group of graduates worked on a range of projects and programmes, such as the design of a new wholesale market and price controls, developing our strategy, financial monitoring of companies, corporate governance, complaint handling and competition breach, and stakeholder engagement.

This year is really exciting for us, as we begin a journey that will involve new and innovative ways of working in order to achieve our new strategy (find out more about our strategy here). We’ll be raising our gaze and looking outward much more in order to be an exemplar to the water and wider regulatory sector. So there’ll be more collaboration, helping us to achieve our aim of delivering the best outcomes for customers.

As the future talent of Ofwat, we’re looking for the best of the best, so it goes without saying that this will be a challenging programme, but you’re not alone – as well as your line manager, you’ll be assigned a buddy (who has also been through the Graduate Programme) to support you every step of the way. You’ll have clear objectives and an understanding of the skills you’ll develop in each placement, as well as regular reviews, to ensure you’re on track and getting what you need.

You’ll be empowered at every opportunity to reach your full potential and by the end of the programme, the aim is for you to be ready to step up to the next level in the career pathway from Graduate Associate to Associate or Senior Associate.

What you need to be considered

For the economics scheme we require:

  • At least a 2:1 degree (already obtained or expected in 2020) in a subject with a focus on microeconomics, industrial organisation, financial economics, competition or regulation and we’re particularly keen to hear from you if you have (or will obtain this year) a post-graduate degree in one of these areas.

Regulatory policy scheme, we require:

  • At least a 2:1 degree (already obtained or expected in 2020) in a numerical, analytical, environmental or business related discipline. This could include economics, politics, business management, law, accounting and finance, history, environmental engineering and geography.

As this is a Graduate programme, we are looking for no more than two years’ work experience post-graduation for both schemes.

Your base

Your base location will be either our Birmingham or London office (with regular travel between the two) and because we are a highly agile workforce, flexible working is part of our culture. So our technology, infrastructure and small but beautifully formed team, means you can be equally effective working at home, in the park enjoying the sunshine or at your local coffee shop! The package

The post is offered on a 24-month fixed term contract and encompasses a competitive starting salary of £28,000 and a generous annual leave entitlement of 25 days holiday plus 10 ½ bank holiday and privilege leave days. Find out more about the benefits of working at Ofwat here.

The process and timeframe

Applications are open now with a closing date of 23:59 on 1 March 2020.

We will shortlist candidates to video interview based on the successful completion of the online application form and meeting key criteria outlined above.

Those successful at the video interview will be asked to complete online verbal and numerical testing, and all recruitment process stages will be analysed when shortlisting those candidates to be invited to attend a one-day assessment centre. The assessment centre will take place on 2 April 2020 at The Kia Oval, Surrey County Cricket Club, Kennington, London SE11 5SS.

Offers will be made week commencing 6 April 2020 and the programme starts 7 September 2020.
