Ofwat pays tribute to Philip Fletcher, Ofwat’s Director General from 2000 to 2006 and our Chair from 2006 to 2012. Philip has recently passed away aged 75 following illness on 10 February 2022.
Philip Fletcher was a long-serving public servant who had worked previously in the Department of the Environment and elsewhere in Government before his appointment to Ofwat.
During his time at Ofwat, he led two price reviews, and oversaw the transition from a Director General position to a board structure, recruiting Ofwat’s first CEO.

“Philip served Ofwat for over a decade. I knew him as someone who was very approachable to those in the sector, of high integrity, respected and warmly remembered by those who worked with him. We send our condolences to his widow Margaret and family.”
