Ofwat has today announced the appointment of Emma Kelso as Senior Director, Customers and Casework and Lisa Commane as Senior Director, Business Improvement.
Emma joins us after 10 years at Ofgem where she has been responsible for wholesale markets, was a member of Ofgem’s Enforcement Oversight Board and has also worked on retail markets. She previously worked for the Office of Rail Regulation and the Independent Pricing and Regulatory Tribunal of New South Wales, Australia.
Lisa has held a number of senior roles at Coventry City Council and is currently their Director of Customer Services and Transformation responsible for a broad range of corporate functions including IT, HR, procurement, communications and customer service. Prior to that she worked for KPMG and Deloitte.

Emma and Lisa will take up their new roles in September. They will both be members of Ofwat’s Senior Leadership Team.

Biographies
Emma joins Ofwat from Ofgem where she is responsible for the team working on Wholesale Markets issues. Emma worked initially at Ofgem in the Retail Markets team, and was previously a member of Ofgem’s Enforcement Oversight Board. Prior to this Emma worked at the Office of Rail Regulation on the 2008 Periodic Review of Network Rail, and at the Independent Pricing and Regulatory Tribunal of New South Wales, Australia, where she worked on a range of regulatory and competition issues across a number of utility sectors.
Lisa is currently Director of Customer Services and Transformation at Coventry City Council – responsible for leading a range of corporate support functions including ICT, HR, procurement, communications and customer services. Her experience includes 11 years in senior roles at Coventry City Council ranging from the development and delivery of complex infrastructure projects through to corporate transformation programmes to deliver income and efficiencies. Prior to this Lisa gained 7 years of private sector experience at KPMG and Deloitte, working alongside the public sector delivering audit and consultancy work. Lisa is a qualified CIPFA accountant.
