PN 10/16 Ofwat makes two senior appointments

 

Ofwat has today announced the appointment of Jenny Block as General Counsel and Alena Kozakova as Chief Economist.

Jenny, who has over 20 years’ legal experience, is currently a partner at Pinsent Masons. Prior to that she was Legal Director of Postcomm and a legal advisor with the UK Competition Commission, which is now part of the CMA.

Alena joins from Frontier Economics and is an expert in competition and regulatory economics, having previously worked for the Competition Commission, Office of Fair Trading, and the Directorate General for Competition of the European Commission.

Ofwat Chief Executive, Cathryn Ross, said:

Jenny has a wealth of skills and experience in both the public and private sectors, and her expertise in economic regulation and competition law make her a great fit for us. Alena brings a strong track record in competition and regulatory economics to complement the skills we already have.

“We have an ambitious and exciting programme of work ahead of us and I know Jenny and Alena will make a great contribution in helping to deliver our vision of trust and confidence in water and waste water services.”

Jenny will take up her new role in September and will be a member of Ofwat’s Senior Leadership Team. Alena will join Ofwat in August.

Ofwat’s current General Counsel, Elizabeth Hillman, leaves this month having decided to take a career break.

Biographies

Jenny Block has over 20 years’ experience as a specialist EU & competition lawyer with considerable experience in the regulated sectors, acting for both private companies and regulators.  She joins Ofwat from the City firm, Pinsent Masons, where she is currently a partner. Prior to that, Jenny was Legal Director of Postcomm and she then had roles as a legal advisor with the UK Competition Commission (now part of the CMA). Previously Jenny was a partner at Simmons & Simmons.

Alena Kozakova joins Ofwat from Frontier Economics. Prior to consulting, Alena worked for UK and EU competition authorities including the Competition Commission, Office of Fair Trading and the Directorate General for Competition of the European Commission. She also worked for UK consumer bodies. Alena’s expertise covers a wide range of areas of competition and regulatory economics.
