We asked Cambridge Economic Policy Associates (CEPA) to help us understand whether, and the extent to which, sludge and water resource cost and revenue data is robust and comparable across the ten water and sewerage companies (WaSCs). We had already asked companies to separate these elements in their accounts and have provided guidance, via regulatory accounting guidelines (RAGs) on how companies should do this. This review by CEPA considers how effective this approach has been in operation and makes recommendations for improving consistency.
