he Water Act 2014 enables the creation of a new market for retail water and sewerage services to non-household customers in England. This new market will work effectively with the existing market in Scotland.

The plan shown below, sets out the various key activities that need to be undertaken by Defra, Ofwat, Open Water, and water companies in order to implement the new market. The plan is a living document, that will be updated as the programme develops, and also to take onboard stakeholder feedback.
