This document sets out a series of principles that we consider should guide the governance arrangements of the holding company of a regulated company operating in the water sector in England and Wales. These principles complement those we have published for the regulated companies. The coverage of these principles is limited to those areas where we consider that the activities of the holding company could impact on the regulated company’s ability to meet its obligations. We recognise that the governance arrangements of a holding company will cover a far wider range of activities than are included here.
