We are investigating a complaint that Sutton and East Surrey Water failed to adequately consult before exercising its powers – under section 159 of the Water Industry Act 1991 (WIA91) – to work on private land, and that it exercised such powers in an unreasonable manner which caused loss, damage and inconvenience.
