We commissioned Jacobs to develop a standard methodology for the quantification of sludge liquor treatment costs which could be included within our Regulatory Accounting Guidelines (RAGs). This document sets out our proposals on implementing the standard methodology designed by Jacobs and responds to key issues raised by companies.
