Business plans

Water companies have worked with their customers to create business plans for 2020 to 2025 setting out what they intend to deliver for customers and the environment.

These plans have been developed in line with our framework, which aims to deliver

  • affordable bills for all
  • great customer service
  • long-term resilience in the round
  • all underpinned by innovation

We have scrutinised companies’ plans to make sure that they deliver more of matters for customers and the environment. Where they have fallen short, we will be stepping in

We published our initial assessment of plans on 31 January 2019, and will make our final decisions in December 2019.

What companies proposed and we have assessed

Data was presented and submitted by each water company to Ofwat on 3 September 2018. We have not validated the data provided
Bills: bill movement between 2019-20 and 2024-25, based on company business plan executive summaries, adjusted to % figure where needed.
Leakage: percentage change in annual leakage between 2019-20 and 2024-25.
Daily use per person: three-year average (2022-23, 2023-24 and 2024-25) household use in litres per person per day. Estimate based on conversion of % reduction where needed. In 2017-18 the annual average was 141 litres.
